Carbs pipe? question

On standard carbs what does the black plastic bit on pipe 4NX-14148-00 do?

Can I discard the whole pipe?

it's a one way valve.

I seem to remember having the same thing on my Monster and throwing it in the bin...

What does it do? Where does it go to?
