My Japanese spec did exactly this.... If I un-plugged it from the back of the speedo then it would restrict every gear. Otherwise it would stop at 115ish MPH....
UK CDi is the best fix.

right done some digging into it abit more after work tonite.
1- changed the plugs. looked like they had been in there quite abit. was a lovely colour tho.
2 checked airfilter its filthy and ive got another one on order but it wont be here till next week.
3 checked the speedo, the restrictor disc has been totally removed so im guessing this is my problem. going to unplug the restrictor and see if its the same or not.
I have no idea how the speedo is running mph without a converter? could the part that screws onto the back of the clock be different between the uk and Japanese speedos? (where the speedo cable goes in).

^^^^^^ - Wot he said, Its on the steering head. I did post a link on the old site to the posh site. With the de-restrictor fitted It revs out well past 8000, and it keeps going on 2 pots as well past the dreaded 180 kph.
