Is the top rear shock pivot a bearing or a bush? It apears to have dust seals on the ends but i cant get it to spin. Surely it couldnt be seized when the linkage bearings move so freely?

It's a rubber supported bush, bush-rubber-sleeve and can be seized, as the bolt that runs through it gets wet and can rust in.
