There are not many things that you can legally bet on in Japan.
Horse and Auto race are the two biggest.
The vid posted by Cobba is meant to show how these funny looking bikes can beat more powerful bikes.
It's a bit like putting a Moto-GP, a WSB and a Speedway bike together on a speedway circuit.
