Front wheel axle

Front wheel is binding when you do axle up?
When loose the wheel free spins but when you put tension on the axle it starts to stop spining.
I've removed the wheel all seems in place it has new bearing,, any thoughts.

If it's not brake bind,
It's a bearing issue. Are they cheap pyramid bearings or good quality Japanese bearings???
Also look as Maybe 1 of the bearings has not been pressed in far enough.
( good example is look at the side with the top hat spacer). If the bearing is not pressed in far enough, the distance is greater from outer bearing face to the crush tube in the centre of the hub, than the top hat spacer length so it presses the centre of the bearing inwards till it meets the crush tube , hence the friction bind. It may only be 1 mm..
The Dymags I run have a weird bearing/spacer and shim set up in the rear with the hub and sprocket carrier and if the bearing is not sitting correctly, the same binding issue arises.
So I have 3 different top hats and 2 shims of different values to fit on the matching sprocket carrier when I'm changing rear gearing.
There is only 0.5mm difference in thickness for the hub shims and 0.5mm difference on the 3 top hat lengths but that's all it takes to create the bind issue.

Thanks wheels have been blasted & painted as well so maybe that's it

Bearing are good it seems to be part 6 retainer clutch. (Front wheel parts list)I removed it then wheel would spin when shaft installed

I always go back to the beginning, was it working before? yes, then it is whatever I changed. "part 6 retainer clutch" is unlikely to be the issue, as it was not an issue before :D or was it?

The bearing under the speedo drive may need to be pressed in a little further then once you place part 6 back in, it should spin freely.

Seems like way to much run out to be just paint.
Strip it all back, check everything twice, then put it back together again.

So that's a seperate issue than your wheel bearing binding, correct????
